Hyderabad is set to witness a significant enhancement in its disaster response and asset monitoring with the introduction of the HYDRA (Hyderabad Disaster Response and Assets Monitoring Protection) system. Chief Minister A. Revanth Reddy has emphasized the need for HYDRA to cater to the city’s expanding needs and to provide extensive services to its residents. This new system is aligned with the National Disaster Management Act and aims to improve the efficiency of disaster management in the city.
HYDRA’s Structural and Functional Framework
The Chief Minister has directed officials to conduct a thorough study and exercise on HYDRA’s structural framework and operational policies. The system will coordinate with multiple departments, including GHMC, HMDA, Water Board, Vigilance, Traffic, Electricity, and Police, to ensure seamless operation. The current Enforcement Vigilance and Disaster Management department will be restructured to align with HYDRA’s objectives.
Defining Roles and Responsibilities
A detailed proposal outlining the roles of different levels of officials, staff requirements, and departmental deputations has been mandated by the Chief Minister. HYDRA will operate over a 2,000-kilometer radius, including Hyderabad and its Outer Ring Road. The city will be divided into zones to facilitate effective management, similar to the existing GHMC zones.
Funding and Legislative Framework
The possibility of allocating special funds for HYDRA is under consideration. The Chief Minister has instructed the preparation of a draft framework for the system to be presented in the upcoming assembly sessions. This initiative aims to create a robust disaster response mechanism in Hyderabad.
Key Responsibilities of HYDRA
HYDRA will play a crucial role in disaster management, protecting government assets, preventing encroachments on lakes and canals, and removing illegal constructions. It will also focus on enforcing compliance for hoardings, banners, and advertisements, ensuring effective traffic management, and overseeing the supply of drinking water and electricity.
Coordination Among Departments
The Chief Minister has stressed the importance of continuous coordination among HMDA, Water Works, Disaster Management, and Municipal departments. HYDRA will take over the responsibility of removing unauthorized hoardings and banners within the GHMC limits and collecting penalties for such violations. Strict regulations will be enforced to prevent encroachments on lakes, canals, and government lands.
