Highlights of the New Policy

1. Affordable Sand for Consumers

The new policy ensures that sand is available to consumers at affordable prices, covering only the operational costs and legitimate levies. The government’s revenue share is excluded, reducing construction costs and promoting infrastructure development.

2. Increased Transparency and Monitoring

A District-Level Sand Committee (DLSC) will oversee all sand activities, ensuring transparency. This committee, comprising district collectors, police officials, and other key stakeholders, will also prevent illegal mining and transportation.

3. Environmental Compliance

The policy mandates strict adherence to environmental guidelines issued by the Supreme Court and the National Green Tribunal (NGT). It prioritizes sustainable management of sand resources and protecting water bodies and ecosystems.

Operational Mechanisms

1. Sand Stocks and De-siltation

DLSCs will manage sand stocks and oversee the de-siltation of reservoirs and tank beds to enhance storage capacity and groundwater recharge. Sand obtained from de-siltation will be made available to consumers.

2. Digital Enablement

The entire process, from sand availability to transactions, will be digitized. Payments will be made through digital modes, and GPS-based tracking of sand transport vehicles will be implemented to prevent illegal activities.

3. Vigilance and Enforcement

Special Enforcement Bureau (SEB) teams will conduct regular inspections and take strict action against illegal sand mining, storage, and transportation. To address public issues, an efficient grievance redressal mechanism will be in place.

Impact on the Construction Sector

The new sand policy is expected to impact the construction sector positively. A continuous supply of sand at affordable prices will reduce construction costs and promote economic development. A focus on environmental sustainability will also contribute to sustainable development.

Conclusion: Andhra Pradesh’s new sand policy aims to balance economic growth and environmental sustainability. By ensuring transparency, affordability, and stringent vigilance, the government hopes to curb illegal activities and support the state’s development goals.
