The Ministry of Home Affairs has extended the nationwide lockdown till May 31 and released fresh guidelines for the same. In the revised guidelines, the government said all activities except those explicitly prohibited will be allowed across the country in the lockdown 4.0.

While restrictions have been considerably eased, the onus is now on the states to decide if they want to prohibit certain activities in certain areas. States have also been given the authority to delineate containment, buffer, red, orange, and green zones. The restrictions to be applied in the respective zones will be more or less decided by states.

Under Lockdown 4.0, the government has allowed inter-state movement of passenger vehicles and buses. These road movements will, however, be allowed only with the mutual consent of the states and Union Territories involved.

The Delhi government has welcomed Centre’s guidelines for lockdown 4.0 and said that they are in the “right direction”.

The Delhi Government’s statement on Lockdown 4.0 guideline says, “Centre’s guidelines are in the right direction of opening up the economy and leaving it to states to work out the details”.

“We have always been saying that we all will now have to learn to live with Corona [coronavirus]. We used the last two month lockdown period to prepare ourselves for dealing wid corona by improving necessary logistics and health infra,” the Delhi government further said.

The Aam Aadmi Party (AAP)-led Delhi government also said that it expects a slight increase in cases when the economy reopens, adding that Delhi is “prepared to deal with it”.

Delhi Chief Minister Arvind Kejriwal said that his government will prepare the detailed plan for Delhi based on the Centre’s guidelines and announce them tomorrow.

“Centre’s guidelines are largely in line with the proposal sent by Delhi government, based on suggestions of lakhs of Delhiites. We have used the lockdown period to prepare our healthcare system if corona cases increase, but, it is now time to relax the restrictions to some extent,” Arvind Kejriwal said.
